Well, I'd imagine that part of the point to this article is to say that half of the time game companies probably won't actually care about your "next big idea" and will just ignore it.
Also, "shoots and cars and kills cops" doesn't compare to Final Fantasy only because we know Final Fantasy to be a great game. "Final Fantasy" itself is by no means an idea. The idea behind Final Fantasy is along the lines of "An RPG with a compelling storyline that draws the player in". Either base idea could be made into a completely different game, which could either be the next big hit in the market or just another hit-and-miss.
And, yes, theoretically if you have just about every single detail of a game planned out, then developers are more likely to take a second look at your idea. But it's still reasonably unlikely that they'll still buy the idea from you.
